Temporary deviation without losing control of safety

A maintenance shutdown in Zone 2. The correct tool is available, but it has no Ex marking. A certified alternative cannot be supplied in time. The work still has to be carried out — safely, responsibly and with evidence that the risk remains controlled.

This is where professional explosive-atmosphere risk management becomes essential.

Temporary use of non-Ex equipment in a hazardous area is never a shortcut around ATEX, DSEAR or the required equipment certification route. In Europe, Directive 2014/34/EU defines the requirements for equipment and protective systems intended for use in potentially explosive atmospheres. For workplaces, Directive 1999/92/EC requires employers to assess and control explosion risks. In Great Britain, the same workplace principle is implemented through DSEAR, while equipment placed on the market is covered by the UK Equipment and Protective Systems Regulations.

The starting point is therefore simple: equipment used in a hazardous area should normally be suitable for the zone, gas or dust group, temperature class, EPL and environmental conditions. IEC/EN IEC 60079-14 provides the technical framework for selection, installation and initial inspection of electrical equipment in explosive atmospheres. IEC/EN IEC 60079-17 provides the framework for inspection and maintenance.

But maintenance, inspection and project work sometimes create temporary situations that were not part of normal operation. A flange is opened. A temporary measuring device is needed. A portable tool is required. A short-duration task must be performed in Zone 2 or Zone 22 under controlled conditions.

At that point, the discussion must move from the certificate alone to a documented ignition-source and task-based risk assessment.

The question is not: “Can we ignore the Ex requirements because the work is temporary?”

The question is: “Can we demonstrate, before the work starts, that the temporary activity will not introduce an effective ignition source under the defined conditions?”

That assessment must be specific to the task. It should confirm that the use is genuinely temporary, that no suitable certified alternative is reasonably available in time, that the hazardous-area classification and the expected presence of an explosive atmosphere are understood, and that all potential ignition sources from the temporary equipment and the work activity have been identified.

Normal operation is not enough. Foreseeable faults, misuse, mechanical impact, hot surfaces, electrostatic charging, electrical faults, battery equipment, portable lighting, cable routing, earthing and bonding, ventilation, gas or dust detection, isolation, supervision and emergency arrangements must also be considered. For dust areas, housekeeping and the possible disturbance of dust layers are part of the same assessment.

The outcome is not an Ex marking.

The outcome is a controlled residual risk, formally authorised for a defined task, in a defined area, for a defined duration and under defined control measures.

This is where the method becomes vulnerable in practice. Temporary becomes structural. A risk assessment becomes a checklist. A one-off authorisation becomes routine. At that point the approach loses its legitimacy.

Correctly applied, temporary deviation is not a compromise on explosion safety. It is disciplined risk management under operational pressure. It belongs in the permit-to-work system, the explosion protection documentation, the maintenance planning and the management-of-change process.

The real risk is rarely the lack of a certificate alone.

The real risk is using temporary equipment without a technically defensible assessment, without formal authorisation and without control of the conditions under which the work is performed.

Temporary work may be unavoidable.

Uncontrolled temporary work is not.
